Man City launched a £90m bid for West Ham United captain Declan Rice.
The Premier League champions have made a formal bid for the English midfielder who is expected to leave West Ham this summer.
Arsenal have already seen their two bids getting rejected and the Hammers are expecting a third one from the Gunners.
West Ham value their club captain in excess of £100m and either Arsenal or Man City are expected to land him in the coming weeks.
The midfielder captained the Hammers after winning the club’s first European trophy in 58 years.
The race now remains open between both clubs and a deal could be finalised in the coming week.
O’Hara stated: “I will be really honest. I don’t want to get your (speaking to an Arsenal fan) spirits down here. But if Man City get a deal agreed and Arsenal get a deal agreed, then there is only one club he is going to, and that’s Manchester City.
“He isn’t signing for Arsenal. You had your moment to sign him and you didn’t take it.
“You think (Rice) cares about a project? Jack Grealish left Aston Villa. He won four trophies in two seasons. He doesn’t care. Declan Rice can go there, win the Premier League and the Champions League. He won’t sign for Arsenal. I am just being honest.”
